Curiculum vitae

Manuela Fernández est née à San Nicolás, Argentine. Elle a suivi ses études à l’Université de Buenos Aires où elle a obtenu son diplôme de Licence en Sciences Politiques en 2004 qui lui a permis d’acquérir des bonnes connaissances sur les problématiques liées aux institutions, aux acteurs et aux politiques publiques latino-américains. 

Par l'intermédiaire de la Commission fédérale des bourses, la Confédération suisse lui a offert en 2006 une bourse d'études universitaires. Celle-ci lui a donné l’opportunité d’approfondir son analyse des conflits environnementaux initiés par les populations locales et de connaître les modèles de gestion publique des problématiques environnementales en Suisse. Sur cette base, elle a proposé un cadre d’évaluation des politiques publiques en Argentine et au Guatemala.
Entre 2006-2008, elle a suivi avec succès le Master de Géographie Urbaine de l’Université de Lausanne. Son travail de mémoire a porté sur les représentations de la ségrégation urbaine en prenant l’exemple de la ville de Renens. Durant cette période, elle a travaillé comme assistante étudiante à l’Institut de Géographie (IGUL). Elle a également collaboré avec le Laboratoire Choros de l’EPFL dans le cadre du projet Dialogos.

Après l’obtention de son diplôme de Master, elle a obtenu un financement de la part de la Faculté de Géoscience pour développer en partenariat avec l’Institut de Géologie de l’UNIL, une recherche au Guatemala traitant de l’étude du risque naturel et de sa gestion. Entre Octobre et Décembre 2008, elle a fait un séjour de deux mois dans la région de l’altiplano guatémaltèque afin d’initier l’étude socio-économique et la quantification des vulnérabilités de la ville d’Uspantan. Sur le terrain, elle a établi des liens forts avec les institutions, communautés et gouvernements locaux.

Domaines de recherche

A l’heure actuelle, Manuela Fernandez collabore à l’IPTEH en tant qu’assistante diplômée, dans la cadre de l’enseignement des cours du bachelor en Environnement et du Master en Science de l’Environnement. Elle participe aux cours Méthodes Qualitatives I et Risques et Politiques Territoriales I. Elle prépare un projet de thèse concernant la gestion holistique des risques en accord avec celui de sécurité territoriale afin de parvenir à une « nouvelle sécurité démocratique ».

"Management of natural hazards and territorial security in the environmental, political, social and cultural context of Guatemala”.

Risk management approaches are often poorly adapted to the needs of developing countries. In a given situation, for all actors, their capacities to cope and their responsibilities, both at individual and collective levels, have not been adequately incorporated into risk models. My work attempts to develop the elaboration of a typology of coping capacities and responsibilities which should lead to a better understanding of the effects and performances of risk measures. The main objective is to develop new conceptual models that determine the relation between individual and collective responsibility, coping capacity and the usual components of risk.

Secondly, my objective is to better understand the interplays and interactions between the main components of the risk management equation (Risk = Hazard * Vulnerability * Exposure) through our case study: Guatemala. My work employs multidisciplinary and empirical perspectives: political and sociological science, geography and geology. The project is expected to generate knowledge produced by geological methodologies, hazard estimation and risk representation mapping, as well as more integrated, socially based approaches. In addition, using this comparative method, the project will develop conceptual and operational models to reduce risks and increase residents’ capacity to cope. The intention is to contribute to developing clearer and more comprehensive and
relevant risk models for disaster risk professionals.
