What is Governed in Cities: Residential Investment Landscapes and the Governance and Regulation of Housing Production

This project draws on a precise comparative, inter-disciplinary methodology to examine the inter-relationships between contemporary investment flows into the housing markets of major metropolitan centers and the governance arrangements and public policy instruments that are designed to regulate them.

Our case studies are the Amsterdam Metropolitan Area, Greater London, and Grand Paris. The project asks what is governed in major cities and draws on two streams of analysis: mapping and explaining the types of investment that are shaping housing production in the 3 cities; and developing understandings of the effectiveness of public policy instruments that are in place to regulate them.

The project is timely as major cities have been faced with unprecedented development pressures as their populations and economies have expanded and their built environments have become highly attractive locations for global investment. These pressures have been particularly acute in the production and consumption of housing, where the impacts of investments on markets, citizens, and places are generating a widely perceived crisis and set of governmental challenges to produce affordable housing”.  Website: https://whatisgovernedincities.eu/

Wealth inequalities and the dynamics of housing market : Interpreting real-estate market-based regime of spatial inequalities

The project analyzes growing socio-economic inequalities induced by property prices inflation. Housing prices have increased faster than the income of buyers in most of post-industrial city-regions. Real estate has become a major driver of these inequalities because the flows of household real estate investments are instrumental to the dynamics of asset capitalization. The project structures a multidisciplinary research group to investigate the systemic dimension of inequalities induced by the dynamics of French housing markets and their political and financial context since the end of the 1990s. In French metropolitan areas, the most salient dynamics for the last two decades have been a continuous and steep increase in property prices and a steady increase of homeownership, analyzed as a « resilient bubble » (Timbeau, 2013), and therefore described as a new price regime (Tutin, 2013).

The following paradox has emerged in the post-financial crisis era: while the evolution of both price to income ratio (i.e. affordability index) and rent to price ratio should discourage homebuyers and investors in metropolitan areas, housing markets have remained active and the price trend did not reverse. We assume this situation is linked to many parameters, from the national level (financial and credit affordability conditions, pro-homeownership policies, shift toward asset-based welfare) to the local level (pro-market housing policies, spatial differentiation of housing prices). Our research question stems from this analysis: to what extent contemporary social inequality is shaped by one’s relationship to housing markets? We will examine it through three overlapping dimensions: urban policies to promote the production of residential real estate; local access and affordability to participate in that market; specific trajectories of wealth accumulated through home ownership – and its attendant effects on urban policies.

Employees’ Performance and Well-Being in Different Contexts: Do New Ways of Working Matter?

Les organisations publiques et privées visent tout à la fois à augmenter le bien-être de leurs employés ainsi que leur performance. Les nouvelles manières de travailler constituent-elles des moyens appropriés pour atteindre ces objectifs ? L’idée à la base de cette recherche est de questionner l’impact des nouvelles manières de travailler au sein des organisations, à la fois sur la performance et le bien-être (satisfaction, relations sociales, santé) des travailleurs. Celles-ci peuvent être définies comme des pratiques organisationnelles qui permettent aux salariés de travailler en s’affranchissant des contraintes organisationnelles, de temps, d’espace, de lieu géographique, ceci grâce à un environnement de travail favorable, un style de leadership approprié et des technologies adaptées au travail mobile. Cette recherche vise à déterminer quelles sont les nouvelles manières de travailler les plus favorables pour les salariés. Nous souhaitons également déterminer si les effets sont plus importants grâce à des pratiques isolées ou si des « grappes » ou « Bundles » de pratiques s’avèrent plus judicieuses. D’autres facteurs d’interaction seront également pris en compte, tels que, par exemple, le type de leadership et le soutien organisationnel perçu par le personnel. Mobilisant des approches sociologiques et managériales des organisations, ce projet s’appuie sur une méthodologie mixte combinant des entretiens auprès de salariés, managers et spécialistes RH, ainsi que la passation d’un questionnaire auprès du personnel d’organisations publiques et privées, afin d’identifier d’éventuelles différences sectorielles. Il va donc contribuer à identifier des leviers permettant de créer des environnements de travail tout à la fois performants et favorables aux salariés.

This project will identify the main characteristics of the current and expected future energy policies of Switzerland and Europe. For this purpose it will study Switzerland's and Europe's energy policies from the point of view of governance. It will analyse not only the formalised rules, but also the institutions, the formal and informal political processes and the interactions between governmental and non-governmental players.

Les nouvelles manières de travailler dans les organisations contemporaines, qu'elles soient publiques ou privées, permettent-elles d'affecter le bien-être et la performance des employés? Telle est la question que cette recherche va principalement investiguer. Par nouvelles manières de travailler nous entendons à la fois via des nouvelles technologies de l'information et de la communication, mais également via des nouvelles méthodes de gestion et d'organisation du travail. En particulier, nous souhaitons savoir si ces nouvelles manières de travailler ont des effets bénéfiques à la fois sur le bien-être et la performance, uniquement sur l'un de ces deux indicateurs, ou aucun impact.

Party strategies and the dynamics of electoral competition in multiparty democracies

The overall aim of my project is to explain why political parties choose the election campaign strategies they do. The project argues that political parties compete with each other on four related dimensions of electoral competition: the issues that dominate the election campaign and get public attention, the policy positions that win the support of the electorate, the frames that define what is at stake with the issue, and the party images that influence public perceptions of party competence and commitment. Previous research has developed on each aspect of party competition, but has largely failed to analyze how the different dimensions are connected. This is a major shortcoming: by focusing on selected dimensions of electoral competition, previous scholarship has neglected that a) all parties do not emphasize every dimension to the same extent, and b) that parties do not necessarily choose the same strategies when faced with any given issue; while some may shift their policy positions, others may try to reframe the debate in a more favorable way, or shift attention toward party images. Hence, a major challenge for this project is to develop a unified theoretical framework that offers a more comprehensive view on parties' campaign strategies, and the dynamic interplay between them. Empirically, the project investigates parties' campaign strategies, and their dynamic interplay, from a cross-national comparative perspective. It builds on a most similar systems design and focuses on three countries - Switzerland, Belgium, and Germany - that differ with regard to the dominant structure of competition for government office. In each country, the analysis focuses on the two most recent national elections and all parties with parliamentary representation. To offer a comprehensive and compelling examination of parties' campaign strategies, the project evaluates its theoretical expectations using a variety of different data sources and methodological techniques.

"Motivating Employees and Volunteers in International Organizations: Do Values Matter?"

2010-2012. Cette recherche, financée par le Swiss Network for International Studies (SNIS), vise à mieux comprendre quels sont les fondements de la motivation des employés et des volontaires travaillant pour des organisations internationales. En particulier, elle souhaite savoir si les employés et volontaires sont avant tout motivés par des incitatifs d'ordre intrinsèque ou extrinsèque. Depuis les années 1990, les théories sur la motivation font une plus grande place aux valeurs. La question principale de la recherche consiste donc à savoir si la congruence entre valeurs individuelles et valeurs organisationnelles peut contribuer à motiver les employés et les volontaires engagés dans les organisations internationales. L'originalité de la recherche est double: d'une part elle permettra une meilleure compréhension de la motivation des employés et des volontaires des organisations internationales et, d'autre part, elle s'intéresse aux valeurs individuelles et organisationnelles qui ont souvent été délaissées dans la littérature scientifique contemporaine.

2010. Mandat du Service de l'Edilité du Canton de Fribourg. Le mandat consiste à définir un questionnaire standardisé et à l'administrer auprès d'un échantillon de la population de la Ville de Fribourg. Ce questionnaire est construit de sorte à pouvoir identifier les points forts et les points faibles de la Ville selon le point de vue des répondants. Ce questionnaire, ainsi que les résultats obtenus, doivent pouvoir enrichir la réflexion sur le futur plan d'aménagement local de la Ville de Fribourg.

La recherche comprend des analyses basées sur des statistiques descriptives ainsi qu'une analyse qualitative de documents. L'application d'une approche qualitative-quantitative est également prévue.

Les activités de recherche de l'UER Tourisme (Institut Universitaire Kurt Böesch à Sion)


[29.09.2010-> ] Les activités de recherche de l'UER Tourisme portent sur des enjeux actuels et futurs du tourisme. Elles s'organisent plus particulièrement autour des quatre axes suivants:
1. La qualité des lieux touristiques est appréhendée par un double travail portant, d'une part, sur la caractérisation des lieux et, d'autre part, sur les trajectoires de développement des lieux touristiques.
2. La gouvernance du secteur touristique étudie les relations formelles et informelles entre les différents acteurs publics et privés qui composent le système touristique que ce soit les prestataires touristiques (hôteliers, restaurateurs, etc.) ou leurs représentants (associations professionnelles), les décideurs politiques et administratifs, les offices du tourisme, la population locale ou les touristes eux-mêmes.
3. La gestion durable des ressources touristiques.
4. Les cultures de mobilité envisagent les pratiques touristiques comme une pratique humaine spécifique impliquant un déplacement afin de pouvoir se réaliser in situ.
